Ability to manage log in details for referring organisations at a local level

I would find it more useful if we, the scheme managers could manage referring organisation logins at our level. This would be to offer password resets, log in reminders and to set up new log in details for individuals.
Currently this is only available if you are a 'Practice manager' role in the referring organisation. there is the option for referring organisations to log a support ticket but i feel this could be resolved quicker and more convenient to the referring organisation by allowing scheme managers to manager there logins.
